Office of Professional Standards


The Rockford Police Department’s Office of Professional Standards (OPS) is commanded by Deputy Chief Dave Hopkins. The OPS consists of Internal Affairs, Training, Field Training Process, and Administrative Review Process.

The Office of Professional Standards evaluates the Department’s policies, procedures and training.  OPS also performs investigations of internal matters.  Though objective and comprehensive investigations of allegations of Department employee misconduct, OPS safeguards the integrity and professionalism of the Department.

 


 

Training Unit
The Training Unit provides training and continuing education programs to sworn police officers and civilian support personnel within the Rockford Police Department.  The Training Unit averages over one hundred hours of training annually for each of the sworn officers within the Department.  The Training Unit works with the Northern Illinois Training Advisory Board, the University of Illinois Police Training Institute, Northwestern University Center for Public Safety and the Illinois Law Enforcement Training and Standards Board.

Armament Section
The Armament Section is responsible for firearms maintenance and training.  The Armament Section qualifies each officer before issuing them a firearm to carry and use while performing their duties.

How to report your experience with the Rockford Police Department
The Rockford Police Department is dedicated to providing the best possible police service to all citizens. We welcome information about positive interactions as well as reports of instances where improvements may be needed.

Compliments
We invite you to report commendable actions or performance by the Rockford Police Department. As a citizen, you can contact the Chief of Police or direct your comments to the supervisor of any sworn officer or civilian employee. Please let us know why their actions deserve recognition so we can be sure to acknowledge them appropriately.
Complaints
We also value your feedback if Rockford Police Department employees have disappointed you. It is our policy to investigate all allegations of misconduct by employees to determine exactly what happened and to respond appropriately. If you have a complaint, we ask that you first address it to the employee’s supervisor, who may be able to resolve it for you. If you wish to sign a formal complaint, you may contact the Office of Professional Standards.
Illinois law (50 ILCS 725/3.8b) requires that anyone filing a formal complaint against a sworn police officer must support it with a sworn affidavit. We take complaints seriously and thoroughly investigate all reports. You can fill out a form online at www.rockfordil.gov or contact us by phone or e-mail.
